The Covid-related restrictions we have come to live under are not just imposed by the state from the top down on the population. The fight against the lockdowns is difficult not because of the gavels of the judges or the guns of the police. To have any significant effect, it is not enough to just make rules. Every policy needs its enforcement to become real, and the brute enforcement power of the state is very limited. There is a reason why, though there are literally millions of laws and rules, only comparatively few of them get to be frequently enforced. What makes the fight against the lockdowns an uphill battle is that despite the state being the one to make the rules, the state is mostly not the one enforcing or defending them.
